Criticism of the central bank’s troublesome circular for importers
The problems created for the recipients of preferential currency due to the Central Bank’s circular and receiving the compensation for the difference in the exchange rate allocated in 2022, was one of the agendas of this meeting.
According to the circular of the central bank issued on March 23, 2024, importers who have received preferential currency at the rate of 28 thousand 500 tomans, if their goods are cleared after Februrary 28, 2023, must receive and provide confirmation of pricing and distribution of goods at the rate approved (based on the exchange rate received from the relevant ministry) and in case of discrepancy in the rate, they must pay the exchange rate difference.
Hossein Mohammadian, the Head of the export development commission of the Mashhad Chamber, said in this regard, it is not possible to provide the requested documents after the passage of this amount of time, while the producer may have used preferential currency for only a part of his products. In a letter, the Minister of Industry, Mine and Trade has requested the central bank not to implement this directive for a period of 6 months. Therefore, our request is to fulfill the same issue.
Mohammad Hossein Roshanak, a member of the board of Mashhad Chamber, also said in this regard, the recipients of preferential currency in the past did not know about the Central Bank’s decision to issue such a circular, and if this issue was announced in advance, the producer and importer would prepare and submit the documents required by the Central Bank. In general, this action of the central bank is challenging and the relevant circular should be revised.
In another part of this meeting, Ali Akbar Labafi, the Head of the secretariat of Khorasan Razavi Dialogue Council, spoke about an important achievement of the dialogue council of this province and announced, in the survey carried out by the Ministry of Interior, in the second six months of last year (2023), Khorasan Razavi government and private sector dialogue council has won the first rank among the provinces and the rank of this province has been announced as the second overall in the year 2023 (review of the total performance of the first and second half of the year) of the dialogue councils of the provinces.
